That’s the question of the day, as the recording industry says it will start investigating individual Internet users who offer “substantial” amounts of music online over peer-to-peer networks then file “hundreds” of copyright infringement lawsuits beginning in August. Scare tactics, for sure. But they just may work. More than 70% of P2P users are “free riders” who share no files, and the system would break down if everyone just downloaded and blocked uploads. That’s the RIAA game plan.
